Enable remote connection from mysql-community-server on Fedora 28

$ sudo vim /etc/my.cnf (for mysql)
$ sudo vim /etc/mysql/my.cnf (for mariadb)

Find these variables, and set the value:

[mysqld]
skip-grant-tables
bind-address=0.0.0.0
...

skip-grant-tables is optional, though.
